Does it Really Mean No?

Have any of you reading this ever heard someone say no, but not actually do the "no"?

Why do you say no then? Is there really too much to do or say that "no" is ever really necessary? I just don't get it.

Why say no? Say "maybe" or actually make the "no" happen. Why is no the easiest thing to say? Do you have so much going on, that "no" is the first thing in your mind?

No, not now, sorry, denied, rejected, no, No, NO!!
